The ability of governments today to regulate and
to deliver high quality services to the community is influenced
increasingly by the capacity and capability of the various
workforces in government agencies. This is especially so for police
forces as they respond to wide-ranging changes in the nature of
crime and the social and economic makeup of our community.
Victoria Police is actively engaged in moving to
