The Blueprint for Government Schools reform agenda of
2003 was designed to reduce the disparity in student outcomes
across the Victorian government schools system. Schools with
student outcomes below expected levels typically face challenging
circumstances, including high proportions of students with
additional needs, students from families with difficult financial
circumstances, and declining enrolments.
The objective of the audit was to
determine whether the Department’s contribution to improving
government schools with student outcomes below expected levels had
been effective. The audit focused on the work of the Department’s
central office and three of its nine regional offices.
