Youth offending is a matter of increasing
concern for the community and the Government. Offending by young
people stems from a range of problems such as family dislocation,
alcohol and substance abuse, poor educational outcomes and limited
employment opportunities. All these factors require service
responses from a range of government and non-government
agencies.
This audit examined the extent to which
diversionary and rehabilitation services provided by the Department
of Human Services (DHS) and the Magistrates’ Court of Victoria
(MCV) maximise diversion of young offenders from the criminal
justice system, reduce the risk of reoffending and improve
rehabilitation and reintegration into the community.
