Planning schemes and planning permits regulate the way land can be used and developed and are designed to meet community objectives, such as public safety, landscape value, heritage issues, privacy and desirable amenity for residents, visitors and business. Planning schemes are only effective if their requirements are enforced. Under the Planning and Environment Act 1987 local councils are responsible for enforcing this compliance. This report examines how effectively the City of Ballarat (Ballarat) and Hume City Council (Hume) have managed the enforcement of planning permits.
