The Department of Education and Early
Childhood Development (DEECD) has overall responsibility for
improving student literacy and numeracy in government schools.
DEECD supports schools and teachers to improve student literacy and
numeracy through a range of programs. DEECD and the Victorian
Curriculum and Assessment Authority (VCAA) assess and monitor
student achievement at selected year levels through statewide
testing across all government schools.
The objective of the audit was to determine
whether student literacy and numeracy are improving in Victoria’s
government schools. This primarily involved a detailed analysis of
DEECD’s and VCAA’s statewide student achievement data covering the
period 1998 to 2007.
