Reports published in 1996
The following reports were tabled in the Victorian State
Parliament by the Auditor-General. They contain the findings of
performance audits and audits of financial statements, as well as a
report on the finances of the state. All reports are prepared under
the authority of the
Audit Act 1994, and are tabled in Parliament.

perspective
Tabled 3 December
1996: The audit assessed whether vocational education
and training provided within the State Training System had been
effective in terms of meeting the training needs of student and

housing: Responding to a fundamental community need and Law
Enforcement Assistance Program: Better information on
crime
Tabled 21 November 1996 . The public housing report assessed the
extent to which processes in place within the Department of Human
Services contributed to the effective delivery of housing
assistance services to Victorians in need.
The Law Enforcement Assistance Program (LEAP) is a computer-based
crime information system which provides all levels of police
members with access to information on crime. The audit review
examined the ongoing development of LEAP, system usage and user

Better Cities: A joint government approach to urban
development
Tabled 14 November 1996: The overall
objective of the audit was to evaluate whether management processes
implemented by the State were conducive to achievement of the

implementation of the strategy with maximum effectiveness and

Community Support Fund: A significant community asset
Tabled 29 May 1996: The objectives of the audit
were to assess whether: distributions from the Community Support
Fund have been in accordance with relevant legislation and central
agency guidelines; a sound framework had been established to
monitor and evaluate the effectiveness, efficiency and economy of
programs, activities and initiatives funded by the Community
Support Fund, and to ensure that funds have been expended by
recipient organisations for the intended purpose(s); the
administration and management of the Community Support Fund had
been undertaken in an efficient, effective and economic manner; and
sufficient mechanisms have been put in place to ensure adequate
accountability to the Parliament and the community for the use of
