Reports published in 2004

The following reports were tabled in the Victorian State Parliament by the Auditor-General. They contain the findings of performance audits and audits of financial statements, as well as a report on the finances of the state. All reports are prepared under the authority of the Audit Act 1994, and are tabled in Parliament.

Managing school attendance 

Tabled 9 December 2004: This report considers the effectiveness of attendance management practices in schools. The report also highlights the need for stronger partnerships between schools, parents and the local community in reducing the growing levels of school absenteeism.   (pdf 900kb)

Auditor-General’s Report – Results of 30 June 2004 financial statement and other audits

Tabled 1 December 2004: This report summarises the results of the financial audits undertaken by my Office, of agencies with 30 June 2004 balance dates. The report comments on the results of an audit of the administration of grants by 4 state agencies and one local government council, with particular focus on grants provided to one non-government organisation (the Cambodian Association of Victoria) over the past 5 years.   (pdf 1.2mb)

Tabled 18 November 2004: This report sets out the results of my audit and analysis of the Annual Financial Report for the State of Victoria for the year ended 30 June 2004.

Measuring the success of the Our Forests, Our Future policy

Tabled 7 October 2004: This report sets out a framework of performance indicators and measures that may be used to assess whether the implementation of the Our Forests, Our Future policy is successful.   (pdf 410kb)

 

Report on Public Sector Agencies – Results of special reviews and other studies 

Tabled 17 August 2004: This report contains the results of recently completed special reviews and other studies: the operation of water trading in Victoria; the management of purchasing and accounts payable activity across the public sector; the development of policy advice by government departments, and the results of a study of the progress made by the Environment Protection Authority to address the significant matters raised in our June 2002 performance audit report entitled Managing Victoria’s air quality.  (pdf 950kb)

 

Maintaining public housing stock 

Tabled 3 June 2004: The Department of Human Services, through its Office of Housing, is the largest provider of social housing in Victoria. This study examines how well the Office of Housing maintains public housing stock.    (pdf 2.2mb)

 

Managing internet security Check list

Tabled June 2004: This guide sets out the main issues to be considered when assessing the effectiveness of security over an internet system. It provides a starting point for a planned and structured approach, at an overview level, to such assessments.  (pdf 770kb)

 

Managing risk across the public sector

Tabled June 2004: This guide has been developed to help public sector organisations develop better practice risk management frameworks and strategies.  (pdf 520kb)

 

Managing emergency demand in public hospitals

Tabled 26 May 2004: This report concludes that Victoria’s metropolitan health services are responding effectively to continuing high demand for emergency care.   (pdf 1.1mb)

 

Budget development and management within departments

Tabled 26 May 2004:  Departments and agencies are expected to manage their annual appropriation efficiently and effectively in order to deliver the goods and services required by government. This audit sought to answer the question: How efficiently and effectively are internal budgets developed and managed?  (pdf 920kb)

 

Delivery of home and community care services by local government 

Tabled 25 May 2004:  This audit examined the comprehensiveness of Department of Human Services and Council HACC planning processes. It also examined the adequacy of Councils’ systems for delivering HACC services.  (pdf 2.8mb)

 

Report on Public Sector Agencies – Results of special reviews and financial statement audits for agencies with 2003 balance dates other than 30 June

Tabled 26 May 2004: This report contains the results of audits of the financial statements of public sector agencies with 2003 balance dates other than 30 June. It also comments on the results of 2 special reviews: the adequacy of financial management at the Overseas Project Corporation of Victoria Ltd; the adequacy of the monitoring of tolling, and of the imposition of

fees and charges, by the City Link operator. Finally, the report examines the progress made by agencies on significant matters raised in 4 previous performance audit reports tabled in 2001-02. These reports covered International students in Victorian universities, Nurse work force planning, Investment attraction and facilitation in Victoria, and the Management of roads by local government.   (pdf 1.4mb)

 

Report on Public Sector Agencies – Results of special reviews 

Tabled 12 May 2004: This report contains the results of 12 special reviews. They cover a diverse range of subjects, from the management of major infrastructure projects to internal financial reporting practices in local councils.  (pdf 1.2mb)

 

Beating the bugs: Protecting Victoria's economically significant crops from pests and diseases 

Tabled 22 April 2004: This audit examines how well Victoria’s Department of Primary Industries protects our economic crops from plant pests and diseases.   (pdf 1mb)

 

Chief Finance Officer: Role and responsibilities Chief Finance Officer: Check list 

Tabled February 2004: These guidelines have been developed by the Victorian Auditor-General’s Office in  consultation with the Department of Treasury and Finance to promote increased awareness across all Victorian public sector agencies, including local government, of the role and responsibilities of the Chief Finance Officer (CFO) within the ever-changing public sector environment.  (590kb)
