Reports published in 2005

The following reports were tabled in the Victorian State Parliament by the Auditor-General. They contain the findings of performance audits and audits of financial statements, as well as a report on the finances of the state. All reports are prepared under the authority of the Audit Act 1994, and are tabled in Parliament.

Auditor-General's Report: Results of 30 June 2005 financial Statement and other audits. (2005:17)   

Tabled 16 December 2005: This report summarises the results of the financial audits  of agencies with a 30 June 2005 balance date. There are some 476 of these agencies,

including all government departments, most public bodies and all local government

Auditor-General's Report on the Finances of the State of Victoria, 2004-05 (2005:16)

Follow-up of selected performance audits tabled in 2002 and 2003 (2005:15)

Tabled 27 October 2005: This report sets out progress made by agencies on implementing recommendations made in 4 performance audits conducted during 2002 and 2003, which examined: Management of food safety in Victoria; Fire prevention and preparedness; Drug education in government schools; Mental health services for people in crisis. Adobe PDF (720kb pdf)

 
Community planning services in Glenelg Shire Council: 1998-2005 (2005:14)

Tabled 5 October 2005: This report sets out the results of our examination of Glenelg Shire Council’s community planning activities, following concerns expressed about the quality of its processes and decisions. Health procurement in Victoria (2005:13)

Tabled 5 October 2005: This audit examines the extent to which the activities of public hospitals, health services and Health Purchasing Victoria, the central procurement agency, have delivered savings and other benefits in procuring health goods and services. Adobe PDF (510kb pdf)

 

Auditor-General’s Report – Results of special reviews and other investigations (2005:12)

Tabled 5 October 2005: This report contains the results of 3 audit investigations about: a major contract for the supply of water treatment chemicals to the Barwon Region Water Authority; a tender by the Kangan Batman Institute of TAFE of its printing functions; the possible misuse of court funds at the Geelong Magistrate’s Court, and 2 special reviews: the evaluation and reporting of Regional Infrastructure Development Fund outcomes; the administration of grants by 5 local governments. Adobe PDF (710kb pdf)

 

Franchising Melbourne's train and tram system (2005:11) 

Tabled 14 September 2005: In the late 1990s, the Victorian Government contracted the private sector to operate the train and tram system, in the form of franchises which soon became untenable, forcing the government to quickly find a viable solution. This audit examined the renegotiation of the franchise arrangements and whether the issues that arose from the original arrangements were addressed. Adobe PDF (2.5mb pdf)

 

East Gippsland Shire Council: Proposed sale of Lakes Entrance property (2005:10) 

Tabled 20 July 2005: This report examines the adequacy of the East Gippsland Shire Council's processes and actions in attempting to sell a property at 55 Palmers Road, Lakes Entrance and in settling an associated legal action.  Adobe PDF (915kb pdf)

 

Managing intellectual property in government agencies (2005:9) 

Tabled 20 July 2005: For government agencies, proper management of Intellectual Property is challenging. This audit assessed the effectiveness of the management of IP assets in selected government agencies. Adobe PDF (820kb pdf)

 

Managing stormwater flooding risks in Melbourne (2005:8) 

Tabled 19 July 2005: This audit examines Melbourne’s stormwater drainage system and the shared responsibilities of a range of public authorities whose role it is to manage the risk to the city of stormwater flooding. Adobe PDF (2mb pdf)

 

Internal financial reporting in local government checklist

Tabled June 2005: This guide sets out 4 steps that a local government should take to establish, or to review, its internal financial reporting practices. It includes a check list to support each step and model internal financial reports based on good practices. In goods hands: Smart recruiting for a capable public sector (2005:7) 

Tabled 15 June 2005: This report examines recruitment in the Victorian public sector. It builds on my December 2004 report on strategic workforce planning. Adobe PDF (752kb pdf)

 

Our children are our future: Improving outcomes for children and young people in Out of Home Care (2005:6) 

Tabled 15 June 2005: This report assessed the adequacy of the Department of Human Service’s overarching framework or strategic plan for reform of the Out of Home Care program. Adobe PDF (1mb pdf)

 

Auditor-General’s Report – Results of financial statement audits for agencies with other than 30 June 2004 balance dates, and other audits (2005:5) 

Tabled 25 May 2005: The report also includes the results of 4 special audits, examining: the Sheriff’s Office enforcement of warrants for the recovery of outstanding fines and fees; the management of a major Justice sector “change” project, namely, the Metropolitan Mobile Radio Network project; the administration of a grant to a community-based organisation; the adequacy of internet security practices by local governments. Auditor-General’s Report – Results of special reviews and other investigations (2005:4) 

Tabled 4 May 2005: This report contains the results of 4 audit investigations and 6 special reviews. The audit investigations examine: the management of a major fire control line construction during the 2003 fire season; administration of an industry assistance program; financial management practices of a local government council and a cemetery trust. The 6 special reviews cover: a follow up audit report on Community dental services; the qualifications and registration of medical practitioners in Victorian public health services; the sale of Overseas Projects Corporation of Victoria Ltd’s major assets; the implementation of 2 major projects aiming to improve public sector asset management and telecommunication services; capital budgeting and management by local governments. Management of occupational health and safety in local government (2005:3) 

Tabled 20 April 2005: This audit found that local government has managed OHS at a compliance level and focused on meeting legislative requirements, rather than striving for excellence. While, on balance, local government is a safe place to work, there is substantial room for improvement. Adobe PDF (700kb pdf)

 

Managing patient safety in public hospitals (2005:2) 

Tabled 23 March 2005: This audit is based on a survey of all public hospitals in Victoria that provide acute care, and detailed fieldwork at 5 health services. The report recommends steps that health services and DHS can take to improve performance in this critical area. Adobe PDF (725kb pdf)

 

Regulating operational rail safety (2005:1) 

Tabled 24 February 2005: Victoria’s current system for regulating rail safety was introduced at the same time as privatisation of much of the rail network. This report makes a number of recommendations to improve regulatory effectiveness in Victoria. Adobe PDF (920kb pdf)
