VAGO Strategic Plan 2025–2029

Our Strategic Plan 2025–29 provides the roadmap for where VAGO is heading as an organisation and how we will respond to the coming challenges and opportunities.  

Underpinned by 3 pillars – influence, innovate and inspire – it builds on and continues work completed under our previous plan. It remains focused on achieving more open and accountable government, a modern fit-for-purpose audit office and a future-ready agile workforce. 

In this plan, we place an enhanced emphasis on integrating technology, specifically AI, into our business. We also focus on leading by example through proactively disclosing and reporting on our own performance as we seek to model the behaviour we aspire to influence in others. 

Our Strategic Plan 2025–29 is a companion product to our Annual Plan 2025–26, which describes our 3-year forward audit work program.

Our purpose

We inform Parliament and Victorians about the performance of the public sector and how to improve public services. 
 

Our service logic has 5 stages: inputs, processes, outputs, outcomes and vision. Our inputs are strong foundations. They are our workforce, physical workplace, information systems and technology, and financial resources. Our processes support our world-class approaches. They are quality systems and methodologies, and corporate services and governance. Our outputs are to produce authoritative assurance and compelling insights about performance. They are services to Parliament and services to the public sector. Our outcomes are used by Parliament and the public sector to improve service delivery and financial management. They relate to a more accountable and transparent public sector and better public services. Our vision is better lives for Victorians. VAGO owns the inputs, processes and outputs, which lead to the outcomes and vision.

Our 3 key result areas are our audit services (which relates to our strategic objective of more open, accountable government), our systems and methods (which relates to our strategic objective of a modern, fit-for-purpose audit office), and our workforce (which relates to our strategic objective of a future-ready agile workforce). Our strategic plan is shaped by 3 pillars: influence, innovate and inspire. We will influence by growing our reputation and standing as an independent, credible, authoritative and constructive reporter to catalyse positive change. We will innovate by adopting a positive mindset to the opportunities afforded to us and the public sector through increasingly rapid technological advances. We will inspire by being a positive role model and exemplar for the public sector. Under our audit services key result area, we will influence by building more productive relationships with Parliament, media and the public to better respond to their evolving information needs. We will innovate by designing and delivering a balanced suite of services and a product mix that best promote transparency and support well-managed innovation in the delivery of public services. We will inspire by leading the sector by example through proactive disclosure of and reporting on our own performance. Under our systems and methods key result area, we will influence by strengthening relationships with our peers and the profession to guide new developments and approaches in public sector auditing and reporting. We will innovate by refining and developing our audit methods and approaches to meet our current and future services and to adapt to changing public sector approaches to service delivery and reporting. We will inspire by tightly integrating the use of technology, including AI, into our business and audit operations. Under our workforce key result area, we will influence by strengthening our organisational culture and employee experience to attract and retain the diverse talent we need. We will innovate by developing and supporting our workforce by providing them with the new knowledge and digital skills they need. We will inspire by providing our workforce with high-quality physical and digital workspaces that support flexible, collaborative and effective work.
