Building a capable and high-performing public sector workforce


We plan to determine whether public service bodies have policies, guidance material and practices in place throughout the employee life cycle to build a capable and high-performing workforce.

Why this is important

In 2022–23, the 10 Victorian Government departments and the Victorian Public Sector Commission (VPSC) combined employed more than 40,000 people and spent over $14.1 billion on employee-related expenses, accounting for 15 per cent of total government expenditure.

Policies, guidance materials and practices that build employee capability and foster the development of a high-performing workforce support the delivery of high-quality programs and services to the Victorian community and help the government achieve its agenda. Conversely, improper management of the workforce can lead to wastage, loss of confidence in the Victorian Public Service (VPS) and poor outcomes for Victorians.

What we plan to examine

This is a reasonable assurance performance audit. 

We will examine all aspects of the employee life cycle and include a detailed focus on policies, guidance materials and practices that support the development of a capable and high-performing VPS workforce. 

We will examine the quality and comprehensiveness of VPSC’s guidance material on all aspects of the life cycle as well as a targeted examination of policies, guidance material and practices at VPSC, DTP and DFFH.
