Victoria's planning framework for land use and development

Overview

This report examined whether key elements of planning schemes assist decision-making by councils, and the adequacy of arrangements in place within the Department of Planning and Community Development for measuring and reporting on the performance of the state’s planning framework.

It also examined councils’ management of planning processes, their extent of compliance with the Planning and Environment Act 1987 and their own planning schemes, and the adequacy of local quality assurance arrangements for ensuring compliance.
