5. Oversight of contractors
The department can improve its oversight of maintenance contractors.
Gaps in inspection coverage, follow-up and verification processes reduce the department’s ability to detect and address quality issues, particularly for routine maintenance.

4. Deciding maintenance priorities
The department’s approach to maintenance planning combines data modelling and visual inspections. This provides it with reliable, statewide insights into road condition and maintenance needs.
But the department does not always clearly document why it prioritises some sites over others or how it balances competing considerations.
Fragmented information and systems also limit its ability to identify the most cost-effective maintenance interventions.
